Last year, the European Union launched the world’s largest antidumping case. It’s target: cheap solar panels from China. But on July 27, the EU and China agreed on a solar panel price that is 25% lower than when the case began. European makers of solar panels are fuming over the agreement. China now has 80% of the EU solar panel market. Why did the EU cave? According to a July 28 article in The New York Times, the case “illuminated deep divisions within Europe,” which China exploited.
