Catalonia, an autonomous community of Spain, has proclaimed itself a sovereign political subject. The proclamation, issued by the Parliament, will be voted on by the House on January 23. In the meantime, leaders of the United Kingdom are expected to approve legislation paving the way for a Scottish independence referendum in 2014. The House of Commons and House of Lords are voting this week on the legislation, which goes to the Privy Council for final approval next month. What drives this desire to secede?
