A legal organization says the FBI treated the Occupy Wall Street movement as a potential criminal and terrorist threat. The Partnership for Civil Justice notes that Occupy organizers explicitly called for peaceful protests—a fact that even the FBI acknowledged. Despite this, FBI offices around the country conducted intense surveillance of the movement as early as August 2011.
